The author argues that poverty reduction is lowest in Gujarat - without ever mentioning what it was before and after. If a state has poverty level of 50% bringing a reduction of 10% as one of the states has achieved is so much easier that attaining a reduction of 5% from say poverty levels of 20%. the way the piece has been written it is an intentional omission. I am not supporting the Gujarat model - but to pose such half hearted analysis as a genuine criticism is truly appalling. Now there are 3-5 richer states that performed poorly - so why not criticize those CMs. Oh yes.. They belong to Congress. So there is nothing they can learn from Bihar/Orissa. It is unfortunate that academics provide such poor arguments.
