For individuals born after the 80s I do think the situation has improved - not to the same level as in the US or the west but things have improved. With the large number of private companies there are opportunities for hard working individuals. Also, there are success stories of friends doing well after going back from the US. The India of today is much different from the India of 80s and 90s - so the comparison might not be true now!
At least that is what I really hope - for obvious reasons!
